Zerwas, Chief of Police ~.''~ <br />July 16, 1996 <br /> <br />TEMPORARY BUILDINGS AT ELK RIVER SENIOR <br />HIGH SCHOOL <br /> <br />On July 11, 1996, I met with Terry Zerwas, Head Custodian at the <br />Elk River Senior High School. Terry was concerned about the fence <br />that the City had requested between the temporary classrooms and <br />the south wall of the senior high. <br /> <br />The City's concern was that students could hide behind these <br />temporary buildings during school hours and not be detected. In <br />visiting the site, I observed several windows on the north side of <br />the temporary building that provide visuals of the area of concern. <br /> <br />The second concern was that at night, people could hide in this <br />same area undetected by police. I felt the solution to this <br />problem would be to require the school district to install motion <br />sensors and flood lights on the north side of temporary buildings <br />that would light up if there was an intruder. <br /> <br />The school district was agreeable with this compromise.
