Due to the large size of the <br />lots, several hundred trees would be required. No landscaping is proposed for the proposed <br />building. Staff would recommend that 5 overstory trees be provided in the rear surrounding the <br />building and paring area for shade and visual interest. <br />Grading, Drainage and Utilities <br />No utility extensions are planned or proposed. <br />Fire Department <br />The Fire Department will. provide comments at the Planning Commission meeting. <br />Setbacks <br />Based on the review of the survey, it appears that the building encxouaches over the property line. <br />To avoid having to meet established setback requirements, this property line should be adjusated, <br />either by removal, or relocation. <br />Standards for Issuance of a Conditional Use Permit (Section 30-654) <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br />7. 1Vill not endanger, injure or detrimentally affect the use and enjoyment of other propery in the immediate <br />vicinity or the public health, safety, morals, comfort, convenience orgeneral welfare of the neighborhood or the <br />city. <br />The proposed building is seen as an accessory component to the land fill operations, and <br />does not increase the impacts on adjacent properties. <br />2. lYlill be consistent with the comprehensive plan. <br />The proposed building and land use is consistent with the comprehensive plan. <br />3. lY>ill not impede the normal and orderly development and improvement of surrounding vacant property. <br />The proposed building does not appear to impede the development of surrounding <br />property. <br />4. 1-Ylill be served adequately by and will not adversely a~ect essential public facilities and services including <br />streets, police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and <br />will not, in particular, create traffic congestion or interference with traffic on adjacent and neighboring public <br />thoroughfares. <br />The proposed building does not appear to significantly impact public services, and the <br />building by itself will not be a significant user of the water, sewer, and traffic systems of the <br />community. <br />S:\PLANNING\Case Files\2006\CUP\CU 06-21 Kalway-Waste Mgmt\Staff Report.doc <br />
