Due to the large size of the lots, several hundred trees would be required. No landscaping is proposed for the proposed building. Staff would recommend that 5 overstory trees be provided in the rear surrounding the building and paring area for shade and visual interest. Grading, Drainage and Utilities No utility extensions are planned or proposed. Fire Department The Fire Department will. provide comments at the Planning Commission meeting. Setbacks Based on the review of the survey, it appears that the building encxouaches over the property line. To avoid having to meet established setback requirements, this property line should be adjusated, either by removal, or relocation. Standards for Issuance of a Conditional Use Permit (Section 30-654) The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: 7. 1Vill not endanger, injure or detrimentally affect the use and enjoyment of other propery in the immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral welfare of the neighborhood or the city. The proposed building is seen as an accessory component to the land fill operations, and does not increase the impacts on adjacent properties. 2. lYlill be consistent with the comprehensive plan. The proposed building and land use is consistent with the comprehensive plan. 3. lY>ill not impede the normal and orderly development and improvement of surrounding vacant property. The proposed building does not appear to impede the development of surrounding property. 4. 1-Ylill be served adequately by and will not adversely a~ect essential public facilities and services including streets, police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in particular, create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares. The proposed building does not appear to significantly impact public services, and the building by itself will not be a significant user of the water, sewer, and traffic systems of the community.
