ver <br />MEMORANDUM <br />TO: FAST Study participants <br />FROM: Jeremy Barnhart, Planning Manager <br />DATE: February 13, 2009 <br />SUBJECT: I't meeting objectives <br />At 5:30 p.m. on Tuesday, HKGI will host the first of several joint workshops aimed at <br />developing a land use vision that captures the energy created by the new commuter rail <br />station and City owned Gateway property south of 1713[. <br />At this meeting, the FAST study participants (EDA, City Council, Planning Commission) <br />will primarily be asked to agree on the objectives of the study and the assumptions being <br />made by the planning team. Agreement on these will be critical as the project moves <br />forward and concepts are refined, forming the basis for evaluation. <br />Secondly, HKGI will present three concepts that attempt to address the objectives and <br />assumptions identified thus far. These concepts will be distributed to the public as part of <br />the individual and group property owner meetings over then next several weeks. The study <br />participants are asked to identify any major "red flag" issues that should be known before <br />these public meetings. Opportunity to dissect the concepts will come at later meetings. <br />HKGI is also distributing some examples of developments throughout the country that <br />exhibit some of the same qualities or constraints that are desired or experienced in Elk River; <br />these are attached. In addition, further information may be found in the HKGI memo dated <br />February 13, 2009. <br />
