PAUL <br /> <br />WASECA <br /> <br />As directed, we have prepared plans for the upgrade of 171st Avenue/Ulysses Street <br />Improvement. At this point in time, the plans are nearly complete. We are requesting <br />that the City Council consider the attached resolution authorizing advertisement for bids. <br />Because of the short time frame for construction of the improvements, there are several <br />important tasks yet to be accomplished before a project can be awarded and construction <br />can begin. These include the following: <br /> <br />Approval of the plan by MnDOT Office of State Aid. <br />Land acquisition from Greg Houle, Houle Oil Company, and Roger Eull. We have <br />met with all of these individuals, along with Tim Snyder, Lanny Locher, and Scott <br />Powell, to discuss the proposed improvements and how they may affect each <br />individual property. We are hopeful that the property owners from which we need <br />land acquisition will agree to signing a right-of-entry so construction can proceed and <br />sign the easement documents once they are prepared. <br />Discussions with UPA to relocate a portion of their overhead line along 171st <br />Avenue. <br /> <br />These items will all continue concurrently with the project advertisement for bids. We <br />would hope to have resolution to all the items by the latter part of August so that the <br />project can be awarded and construction can begin immediately after the Labor Day <br />holiday. <br /> <br />If you have any questions regarding this issue, I will be in attendance at your July 15, <br />1996, City Council meeting. <br /> <br />Sincerely, <br /> <br />MSA, CONSULTING ENGINEERS <br />Terry J.
