'ity of <br /> <br />ITEM 6.9. <br /> <br />MEMORANDUM <br /> <br />'Vel' <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Phil Hals, Street/Park Superintendent <br /> <br />DATE: July 8, 1996 <br /> <br />SUBJECT: Meadowvale Heights - Hiking/Biking <br /> Trails <br /> <br />On June 12, 1996, about twenty residents from the Meadowvale Heights <br />development appeared before the Park and Recreation Commission in <br />opposition to the proposed hiking/biking trails. <br /> <br />The arguments against the trail were basically as follows: <br /> <br />· An eight foot bituminous trail with a five foot boulevard takes a lot away <br /> from their front yards. <br />· The trail in the south western corner is a dead end at the railroad tracks. <br />· Elgin Drive is a residential street with local traffic, which allows <br /> pedestrian use of the street. <br />· The trail between Elgin Drive and Denver Street will negatively impact <br /> back yard drainage and is only slightly shorter in distance than following <br /> the street. <br /> <br />There were no strong sentiments expressed, pro or con, for the trail in the <br />northeast corner of the plat. All present were in agreement that the trail <br />that links the city park in the northwest corner (off Elgin Court) should <br />remain. <br /> <br />Staff Recommendations <br /> <br />· Remove Class 5 base that has been installed on all trail areas, except the <br /> access trail to the city park, and place topsoil and seed in those areas. <br />· The city retain the easements for future park use. <br />· The trail access to the city park be completed in the near future. <br />· The UPA pole in the trail from Elgin Drive to Denver Street remain as is <br /> and the moneys from this project be used for other park development. <br /> <br />Since only two members of the Park and Recreation Commission were <br />present and there was not a quorum, no formal action was taken. It was the <br />consensus of those present that they agreed with staff recommendations. <br /> <br />13065 Orono Parkway · P.O.
