Box 490
Elk River, MN 55330

RE: TRUNK HIGHWAY 10/MAIN STREET INTERSECTION

Dear Council Members:

As you may be aware, several years ago, we were asked to look at alternatives for
improving the intersection of Main Street and Trunk Highway 10. Several options were
prepared and presented to the City Council. Based on these concepts an ISTEA
application was prepared and submitted. We were successful in getting our project
programmed for FY 1996. We had estimated the cost of the project at $500,000 with
$400,000 being Federally funded. This does not include the land acquisition issues, which
obviously on this project would be substantial. Last year, we made a request to have this
project moved from FY 1996 to FY 1997 in the ISTEA program.

At the recently completed MnDOT tour this was one of the projects we discussed. Much
of the discussion centered around whether or not there would be enough benefit gained
from this type of improvement to commit much of the City's financial resources for the
necessary land acquisition and construction cost. If in fact, the City Council feels that the
City is not in a position to proceed with this project at this time, we should let MnDOT
know officially and have it dropped from the program, so other projects within District
3 can be moved up to take our place.

If you have questions regarding this, I will be in attendance at your June 17, 1996, City
Council meeting.

Sincerely,

MSA, CONSULTING ENGINEERS
Te~dSp.
