Call Special ~oint Meeting <br />Page 2 <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER MOTIN TO CALL SPECIAL JOINT MEETINGS OF THE <br />CITY COUNCIL, PLANNING COMMISSION, AND ECONOMIC <br />DEVELOPMENT AUTHORITY FOR TUESDAY, FEBRUARY 17, 2009; <br />MONDAY, MARCH 16, 2009; AND MONDAY, APRIL 27, 2009 FOR THE <br />PURPOSE OF DISCUSSING THE 171sT FOCUSED AREA STUDY. MOTION <br />CARRIED 4-0. <br />5.1. TH 10 Banner Policv <br />Staff report presented by Mr. Maurer. Mr. Maurer added that Elk River Municipal Utilities <br />has agreed to install and remove banners at no direct charge to the city. He added that the <br />estimated cost for the Utilities to put up and remove each banner is $200. The Council <br />offered the following comments: <br />^ Liked `Welcome to Elk River' banners at the ends of the light standards. <br />• Special event banners should be monitored to only be up for the appropriate time of <br />the event. Person responsible for determining if banners meet intent of policy <br />should be designated. <br />• Like to see consistency in banners. <br />Not in favor of private business advertising on city banners but okay for non-profits <br />^ Definition of type of organizations that are perniitted to display banners should be <br />consistent with those who are allowed to display signs on city property (language <br />should be taken from sign ordinance). <br />Mr. Maurer will come back with a draft policy and sample banners. <br />,._.--~ 5.2. Downtown Redevelopment Study <br />Mr. Gongoll presented the staff report. <br />Consensus of the Council was to reassemble the Downtown Redevelopment Task Force to <br />begin work on the Mississippi Connections Downtown Redevelopment Study but not until <br />after work on the 171St Focused Area Study is complete. Staff should begin contacting task <br />force members to gauge their interest in returning. <br />It was noted that some task force members may no longer serve on the advisory board or <br />commission for which they were originally appointed to serve as representative on the task <br />force. Council consensus was for all former members to be invited back. <br />Acting Mayor Zerwas expressed interest in having a Councilmember be a liaison to or a <br />member of the task force. <br />5.3. Landfill Discussion <br />John Kellas, Waste Management and John Shardlow, Bonestroo- provided an update on <br />the proposed Elk River Landfill south development area as outlined in their PowerPoint <br />presentation. Mr. Kellas noted that over a dozen public open houses have been held and the <br />public is welcome to visit the landfill office for a tour anytime during business hours. <br />
