SPECIAL MEETING OF THE ELK RIVER <br />CITY COUNCIL <br /> HELD AT THE ELK RIVER CITY HALL <br /> MONDAY, JUNE 10, 1996 <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Staff Present: <br /> <br /> Vice Mayor Holmgren, Councilmembers Scheel, Farber and Dietz <br /> Mayor Duitsman <br /> <br /> Loft Johnson, Assistant City Administrator; Steven Ach, City <br /> Planner; and Sandra Thackeray, City Clerk <br /> <br />Call Meetinq To Order <br /> <br />Pursuant to due call and notice thereof, the special meeting of the Elk River City <br />Council was called to order at 6:30 p.m. by Vice Mayor Holmgren. <br /> <br />Consider A.qenda <br /> <br />Assistant City Administrator Lori Johnson added an item under other business <br />pertaining to the ice arena. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE AGENDA. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Public Hearin.q on Tax Increment Financin.cl Plan for Tax Increment Financing <br />District No. 15 IMcChesney Cabinets) <br /> <br />Consider Private Development contract Between the City of Elk River and <br />McChesney Cabinets for TIF No. 15 <br /> <br />Loft Johnson indicated that no action was necessary for these items do to an error <br />in publishing the date of the public hearing. The error has been corrected and <br />the public hearing date is set for June 17, 1996. <br /> <br />Consider Appointment of Director of Economic Development <br /> <br />Assistant City Administrator Lori Johnson indicated that the Economic . <br />Development Director Task Force has recommended that the Council appoint <br />Paul Steinman as the Director of Economic Development. Mr. Steinman <br />introduced himself and his wife to the City Council. <br /> <br />COUNCILMEMBER FARBER MOVED TO HIRE PAUL STEINMAN AS THE DIRECTOR OF <br />ECONOMIC DEVELOPMENT FOR THE CITY OF ELK RIVER BEGINNING JULY 1, 1976, AT <br />A BEGINNING SALARY OF ,$48,000 WITH AN ADJUSTMENT TO ,$49,000 AT SIX MONTHS <br />PENDING A SATISFACTORY EVALUATION AND WITH AN ADJUSTMENT TO 551,000 AT <br />12 MONTHS. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br /> <br />
