The east boundary occurs adjacent to Tiller Corporation property. As part of the <br />agreement between the City and Tiller Corporation, Tiller will erect a fence to prevent <br />1GGeSS t0 their gravel mining land. The fence is intended for placement approximately <br />200 feet east of the property boundary, and thus will not require installation of fence on <br />Elk River Park property. <br />signage <br />Similar to the fencing description, the south and west boundaries of the Top of the <br />World addition occur adjacent to existing Elk River Parks property. Should boundary <br />signage follow approximate MN DNR standards of spacing boundary signs <br />approximately one per 500 feet, the east and north perimeter of the property (areas <br />adjacent to private property) will require placement of 11 new boundary signs to cover <br />the approximately 5,100 feet here. Assuming a cost of approximately $50 per sign for <br />sign printing/ installation brings boundary signage cost to approximately $550. <br />Additional signage at entry points and other key locations is anticipated to cost an <br />additional $1,200. These are expected to have an average service life of approximately <br />20 years, with approximately 5% annual replacement due to vandalism and other <br />factors. <br />Neighbor/City Resident Involvement <br />Because this forest is anticipated to one day be surrounded by developed residential <br />area, it will continue to be important for city staff to proactively address the role local <br />residents can play in shaping the future of this natural area. This is a challenge as well <br />as an opportunity because, on one hand it makes the area more vulnerable to overuse <br />and introduction of difficult to manage elements. On the other had, it invites the public <br />to enjoy, learn about, and sustain the complex and inspirational natural world which they <br />live in and influence every day. Below is a list of recommendations for creating positive <br />public involvement in a natural areas restoration. <br />Provide Compatible Recreation Opportunities <br />Construct trails that offer the public the greatest opportunity for enjoyment of, <br />and education about natural areas, without detriment to the ecological health <br />of the site. <br />^ Activities that are known to cause erosion, plant invasion, changes in site <br />hydrology, or cause mortality of desirable plants should be reviewed and <br />limited/prohibited for the long-term health of the site. <br />^ Place trails where they can play a role in resource management. <br />Educate the public. <br />Top of the World Park Addition Natural Area Management Plan 22 <br />
