The <br />final sections have been added by the City Attorney, however, we do <br />anticipate changes. The minutes from the July 24, 1995, City Council <br />meeting, when this ordinance was last discussed, are also attached. <br /> <br />Staff presented this draft ordinance to the apartment owners who were <br />present at a meeting held by the Elk River Police regarding their Crime Free <br />Multi-Unit Housing program. In addition, we will be holding at least one <br />meeting with the apartment owners in Elk River (June 18, 1996) specifically <br />regarding the Housing Maintenance Ordinance. The purpose of this meeting <br />is to hear the concerns of the apartment owners in an attempt to make the <br />inspection program compatible with their operations. <br /> <br />Prior to our meeting with the apartment owners, staff would like to discuss <br />this ordinance one last time with the City Council to make sure it is to your <br />liking. Specific issues to consider include: <br /> <br />The inspections will be done by a new building and zoning housing <br />inspector, and fire inspections will be done at the same time. This way <br />the apartment owners will not be getting hit twice. <br /> <br />· The Council should review the section titled, "Responsibility of Owners <br /> and Occupants" on page 5 of the ordinance to see if you agree. <br /> <br />The section titled, "Exterior Premises" on page 12 deals with the outside <br />appearance of apartments in an attempt to maintain property values. <br />Safety issues must be dealt with immediately, but if exterior cosmetic <br />issues cause a huge financial burden, staff will use our discretion <br />regarding the timing of these corrections. We feel this is what the Council <br />will want us to do. <br /> <br />· The tenant information required under section 4. ii. b. on page eight <br /> should be discussed.
