He also said he would contact Joni Astrup <br />at the Star News with a short article or advertisement soliciting volunteers to either interview <br />or be interviewed Commissioner Kragness said that once responses are gauged, a workshop <br />on effective interviewing technique might be held. Transcribing the interviews, once <br />completed, would provide a permanent historic record to be used for education and historic <br />preservation of the city's cultural resources. <br />A Cultural Resource Inventory of the city would assist in identifying and protecting valued <br />areas, uses, buildings, etc. from redevelopment <br />Keep close watch on North of Hwy 10 Redevelopment to avoid cultural loses specifically <br />in single family housing stock. <br />Applying for another CLG Grant to conduct a second Archaeological Dig is a goal based on <br />the popularity of the 2005 summer event. <br />8. Discuss 2006 CLG Grant <br />MOVED BY COMMISSIONER DWYER TO MATCH FUNDS IN THE <br />AMOUNT OF $5,000 FOR 2006 CLG GRANT, SECONDED BY <br />COMMISSIONER KRAGNESS. MOTION CARRIED 5-0. <br />9. North of HWY 10 Redevelopment Plan <br />Form Based Zoning is a style of planning that is based on what stakeholders want the space <br />to look like, feel like, and function as. There is diversity in land uses often mixed residential <br />and~commercial based on what the community wants. Pedestrian access and scale are <br />considered high priority with Form Based Zoning. Commissioner Lindberg informed the <br />commission of an educational presentation on Form Based Zoning to be held in January and <br />encouraged all commissioners to attend. This approach to planning and developing may <br />serve as a tool for the HPC to conserve Elk River's heritage. <br />10. Other Business <br />Commissioner Lundberg donated literature to HPC. Historic Preservation in Minnesota: <br />~e atory Framework and Development & Tax Incentives produced by MN State Bar <br />Association Continuing Legal Education published Julp 2005. <br />Commissioner Kragness distributed Donald Rypkema's presentation as he delivered it at <br />Historic Preservation Conference in Duluth. He encouraged HPC to purchase Rypkema's <br />book A Community Guide to Economics of Historic Preservation. <br />11. Schedule Next HPC Meeting and Identify Agenda Items <br />The next scheduled meeting is to be held February 9, 2006. Agenda items include Oral <br />Histories, CLG Grant 2006, Joint Meeting, N. of HWY 10 Redevelopment Presentation by <br />Cathy or Heidi, Cultural Resource Inventory, and New Member Discussion. <br />12.
