I told him I really liked the wetland restoration, but that <br />because they were proposing earthmoving within the designed floodway area it will be <br />necessary to run the Corps of Engineers HEC2 model for Trott Brook to determine whether <br />the project will impact flood levels in any way. I also noted that if flood levels were <br />impacted, they would have to go through a Map Revision process with FEMA to amend the Elk <br />River Flood Plain Maps. <br />Terry had sent some alleged floodplain data to Roger on April 21st, but he only used a <br />model (HydroCad) to estimate the 100 year level of the proposed ponds. This is not <br />adequate to determine whether the project will impact flood elevations as determined by <br />the FEMA flood study. <br />I pointed him in the direction he needs to go and he will explain to his client the <br />additional analysis needed. It was obvious to me that his office has no experience with <br />this type of matter.
