It <br />is imperative that property own- <br />ers from the proposed district be <br />involved from the begimling. <br />Task force members should be <br />hard workers, civic-minded, sup- <br />portive, and willing to learn. This <br />task force should be officially rec- <br />ognized by a resolution passed by <br />the local governing body to give <br />it credibility. It may be helpful for <br />an existing organization, such as a <br />historical society, downtown <br />development organization, of <br />neighborhood association, to <br />approach local leaders with the <br />idea.
