Case File: CU 09-01 <br />Page 3 <br />Commercial Kennel <br />Maureen Ivers <br />The applicant currently employs 10 independent contractors and hopes to expand to a combined <br />team of approximately 20 full-time and part-time. <br />Signage will need to adhere to the city ordinances. A permit is need for any wall or freestanding <br />sign. <br />There is no need for any outdoor storage. <br />There is no state licensing required but the applicant will be required to obtain a Commercial Kennel <br />License from the City of Elk River. <br />Parking and Access <br />Access to the three building complex has a shared drive off of Jarvis and parking easements that are <br />shared amongst the campus buildings. The subject property has 40 parking spaces and with the <br />combination of the two other campus buildings, there is approximately another 30+ additional <br />parking spaces. Special events may be the only time a need to use other buildings parking. <br />There appears to be adequate parking for the facility. <br />Comprehensive Plan <br />The Light Industrial category includes industrial uses that are lower in intensity of activity. These <br />uses ]unit the potential for adverse impacts on adjacent land uses due to factors such as noise and <br />odor. Examples of Light Industrial uses include offices, enclosed storage and warehousing, research <br />laboratories and light manufacturing. The proposed use meets these requirements. <br />Applicable Regulations <br />Conditional Use Permit <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br />7. 1Vill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate <br />vicinity or the public health, safety, morals, comfort, convenience orgeneral avelfare of the neighborhood or the <br />city. <br />2. Will be consistent avith the comprehensive plan. <br />3. Dill not impede the normal and orderly development and improvement of surrounding vacant property. <br />4. Dill be served adequately by and will not adversely affect essential public facilities and services including <br />streets, police and fireprotection, drainage, refuse disposal, water and sewer systems, parks and schools; and <br />will not, in particular, create tra~c congestion or interference avith tra~c on adjacent and neighboring public <br />thoroughfares. <br />5. lYlill not involve uses, activities, processes, materials, equipment and conditions of operation that avill be <br />detrimental to any persons or propery because of excessive tra~c, noise, smoke, fumes, glare, odors, dust or <br />vibrations. <br />6. 1-Ylill not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. <br />7. 1-Ylill fully comply with all other requirements of this Code, including any applicable requirements and <br />standards for the issuance of a license orpermit to establish and operate the proposed use in the city. <br />S:\PLANNING MAIN\Case Files\CUP\CU O)-Ol Ivers\CU 09-O1_PC.doc <br />
