Goals for the <br />400-acre core <br />of Elk River <br />are to: <br />• Establish the Mississippi River as the significant recreational amenity to the <br />community and increase public access connections to the river and the study <br />area's other recreational amenities. <br />• Redefine the study area in order to increase its economic viability by <br />introducing land uses that can be supported in the long term. <br />• Create opportunities to identify the study area both as a gateway to the <br />community and as a place of historical significance. <br />• Establish the core area as an identifiable asset to current and future residents <br />by creating connections to downtown and making sure it is a destination for <br />residents and visitors. <br />• Encourage reinvestment and strengthen existing residential neighborhoods <br />through a variety of improvement programs. <br />• Maintain Highway I 0 access and visibility to the core downtown area and <br />create enhanced primary traffic corridors through the study area to <br />strengthen its connection to the community. <br />• Introduce new land use changes north of Hwy I 0 to complement the core <br />downtown area. <br />
