City Council Minutes <br />May 29, 1996 <br />Page 2 <br /> <br />5.4, <br /> <br />5.7. <br /> <br />that the result of the appraisal revealed that the market value benefit on a per <br />acre basis for trunk water and sewer is $6,000 per acre for residential and <br />industrial vacant land and $8,000 per acre for commercial vacant land. The City <br />Council discussed the results of the appraisal. <br /> <br />The Council also reviewed alternate service areas A, B, C, and D for trunk sewer <br />and water as provided by the City Engineer. Discussion was held regarding using <br />alternate C as the service area with the inclusion of Deschene's property along <br />County Road 13. <br /> <br />It was the consensus of the Council that the next step would be to hold an <br />informational hearing notifying those residents in Area C and also notifying the <br />residents in the urban service area. There was a consensus of the council to hold <br />the informational hearing on July 29, 1996. <br /> <br />Discuss Clinton COPS Universal Hirinq Grant <br />Authorization to Hire Police Officer <br /> <br />Police Chief Tom Zerwas indicated that the City received .$150,000 from the <br />C.O.P.S. Fast program for the hiring of two new officers. He requested Council <br />authorization to proceed with hiring one of the officers. <br /> <br />COUNCILMEMBER FARBER MOVED TO HIRE ERIC BALABON AS A POLICE OFFICER <br />FOR THE CITY OF ELK RIVER CONTINGENT UPON HIS SUCCESSFULLY PASSING THE <br />PSYCHOLOGICAL EXAMINATION, MEDICAL EXAMINATION AND BACKGROUND <br />CHECKS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />The Police Chief informed the Council that funds are available through the <br />Minnesota COPS Fast Grant Program for hiring DARE Officers or for sustaining <br />existing DARE Officers. It was the consensus of the Council to authorize the Police <br />Chief to make application through the Minnesota COPS Fast Program for grant <br />monies to hire two DARE Officers. <br /> <br />1995 Police Department Annual Report <br /> <br />Police Chief Tom Zerwas presented the 1995 Police Depadment Annual Report. <br />Discussion was held regarding the increase in crimes in the City during the past <br />few years and the fact that this rate is expected to continue to increase in the <br />future. Discussion was held regarding the increase of juvenile crime. <br />Councilmember Scheel suggested implementing a warning siren to let juveniles <br />know that they must be home at a certain time. Investigator Tyler reviewed the <br />investigation division report and Sergeant Rohlf reviewed the Patrol Division <br />Report. Discussion was held about the Canine Program and the fact that Officer <br />Nierenhausen initiated the program. <br /> <br />Councilmember Dietz left the meeting at this time (7:20 p.m.). <br /> <br /> <br />
