Identification of gaps in programs and services Sherburne County HRA The county economic development strategy indicates a need to focus on the development of business and industrial parks; many potential sites will not qualify under redevelopment statutes and the EDA would provide greater flexibility in the achievement of the economic goals of the County Board. Sherburne County Economic Development Alliance SCEDA does not have the statutory power to address all the goals identified in the 2005 economic development strategic plan.
