I found that only the two most easterly parcels that are owned by St. Andrew's Church were assessed for this improvement. The remainder of their property to the west of Holt Avenue was not assessed. The two parcels in question that were assessed are shown on the attached drawing. The first one, Pin No. 75-404-0112, was assessed for 97.27 front feet at $20.00 per foot, for a total of $1,945.40. The second parcel, Pin No. 75-404-0100, was assessed for 91.8 front feet at $20.00 per foot for street plus the storm sewer cost for the stub that was extended to serve the future church expansion. The street assessment was $1,836.00. The storm sewer assessment was $20,573.52, for a total of $23,409.52. I believe this clearly shows that, if the City is to undertake the construction of the island to define the roadway from the parking in front of the old church, the cost of such an improvement should be borne by St. Andrew's Church through assessments to the property.
