Enclosed is the following information for your review: <br />1. News article dated 10-4-08 from the Star Tribune titled "Bush Signs Great Lakes <br />Compact" restricting Great Lakes water withdraws being sent to other areas for domestic <br />use. <br />2. News article dated 9-27-08 from the Star Tribune titled "The Fight Is On Over Utilities <br />Effort To Raise Electric Rates". This article is about Minnesota Power's proposal to <br />raise rates. Rumor has it that Xcel Energy is also considering a 10% retail rate increase. <br />Your staff, in cooperation with the City, has lowered the elevation of Lake Orono approximately <br />two feet to facilitate shore clean-up. This effort started October 2°a and will conclude October <br />20t". <br />As suggested by this Commission, we promoted our automatic bill payment (ACH) program. <br />This program offered a $10 one time rebate if customers signed up by September 25`". We had <br />approximately 350 customers take advantage of this program. This brings the total participant <br />level to approximately 2,400. <br />
