Joint Meeting Issues <br />May 13, 1996 <br /> <br />Page 4 <br /> <br />Status of Transportation and Park Plan <br /> <br />Although the comprehensive plan has been adopted with the exception of the <br />transportation and park plan, the Planning Commission would like to <br />discuss with the Council the status of these two elements, which, when <br />adopted, will be made part of the overall comprehensive plan. <br /> <br />Trails and Sidewalks <br /> <br />This particular issue has come up numerous times with the Park and <br />Recreation Commission, Planning Commission and City Council. Last week, <br />the Park and Recreation Commission discussed with the City Council this <br />particular issue and the Planning Commission would like to also be involved <br />in discussion ff the particular item. <br /> <br />Industrial Areas within the Urban Service District <br /> <br />One of the issues that was highlighted during the update of the <br />comprehensive plan was to target areas within the City for industrial <br />development. The Planning Commission has also expressed a concern and <br />sees the industrial component as an important land use to balance not only <br />the city's economic stability but its land use composition. I think this issue of <br />identifying available industrial land will be an ongoing matter, however, it <br />may need some attention at Monday night's meeting. <br /> <br />Development within the Urban Service Area Prior to Water and Sewer <br /> <br />As an update for the City Council, this item was tabled indefinitely by the <br />Planning Commission at their April 23rd public hearing meeting. The <br />Planning Commission discussed this issue and felt that the issue was <br />important enough to discuss further at either at the Planning Commission <br />workshops or at a special meeting with the City Council. I support the <br />Planning Commission's recommendation on this matter, and would <br />encourage the City Council to examine this issue further before changing the <br />current growth management strategy. <br /> <br />The Planning Commission looks forward to meeting with the City Council at <br />Monday night's meeting to discuss the issues outlined in this memo. These <br />meetings are very helpful for the Planning Commission to gain some <br />direction and develop consensus with the City Council on emerging issues in <br />Elk River. <br /> <br />s :\council\05-13jm.doc <br /> <br /> <br />
