Joint Meeting Issues <br />May 13, 1996 <br /> <br />· Memo from Bob Minton regarding national planning conference <br />· Memo from Tom Dillon regarding national planning conference <br /> <br />Page 2 <br /> <br />Rules and Procedures <br /> <br />Each year the Planning Commission reviews their rules and procedures and <br />approves them as their operating guidelines. These rules and procedures are <br />not adopted as a requirement of the City Code, rather, are followed by the <br />Planning Commission as guidelines and protocol. <br /> <br />1996 Goa~ <br /> <br />The Planning Commission has once again established a set of goals for 1996. <br />This year, six goals were established by the Commission at their annual <br />meeting and are as follows: <br /> <br />Complete the final portion of the comprehensive plan and begin <br />implementation as a whole, including rezoning and ordinance <br />amendment changes. <br /> <br />o <br /> <br />Continue to pursue public relation activities by making available at <br />public meetings, a set of the protocol and the procedures for public <br />meetings from the Elk River Planning Commission Rules and <br />Procedures. <br /> <br />Meet with both the City Council and the Park and Recreation <br />Commission in a workshop format, for the purpose of reviewing joint <br />goals and objectives. <br /> <br />Obtain a prioritized list from our joint meeting with the City Council, <br />of items and issues to review. The list should include the retail sale of <br />firearms and C-3 zoning issues previously set as a 1995 goal. <br /> <br />Participate in the planning and execution of the 1996 regional <br />planning conference. <br /> <br />6. Continue to promote commissioner training. <br /> <br />In addition to the above mentioned goals, the Commission also makes every <br />attempt to meet on a monthly basis in a workshop format to discuss various <br />topics. Some of the topics for 1996 include the following: <br /> <br />Develop meeting questions for the Mayor and City Councilmembers to <br />be addressed in the joint meeting.
