Box 800 Elk River, Minnesota 55330 RE: CSAH #1 Dear Ladies and Gentlemen: On May 6, 1996, the Elk River City Council continued its discussion on the proposed improvements for County Road I in the city of Elk River. As the city understands the timetable for this construction project, it is anticipated that the project will begin in 1996 and be completed in 1997. The main focus of the City Council conversation on this project during its May 6, 1996, meeting, was the safe movement of pedestrians. In this regard, the City Council strongly desires a detached pathway so that the residents of Sherburne County and Elk River can safely move from the school and recreation fields near the School Street and County Road I intersection, to the Meadowvale Elementary School and further north to the golf course and 160 acre pubhc park. Part of this road is in the urban section of the city and another part of this road is in a rapidly developing part of the community. The City Council envisions this county road corridor as being a heavily used pedestrian route. To this end, the safety of the county and city residents is paramount. It is estimated that the cost of a detached pathway from County Road 77 to County Road 32 along County Road I would be in the $150,000 range. This is beyond the city's financial capability to fund. The city also understands that ff a detached pathway was constructed, the county road project could be reduced from 12 foot shoulders on each side to approximately 8 foot shoulders on each side. This would result in a direct savings in the cost of the project to the county. The Elk River City Council respectfully requests that this 13065 Orono Parkway · P.O.
