This equipment would be used to <br />reproduce a color photograph from video tape. We frequently get <br />surveillance tapes from businesses as part of criminal <br />investigations. Often it is necessary to capture single <br />photographs of suspects from the video tape. This requires a <br />special recorder and printer. <br /> <br />Currently the only police department in the area that has this <br />equipment is the Blaine Police Department. We have gone to their <br />department and used their equipment, but this is a time consuming <br />process. Although they have not charged a fee for this, we were <br />told that they anticipated a usage fee in the future. The <br />equipment I am requesting is very similar to Blaine's. It is newer <br />and slightly more advanced. Blaine has been very happy with the <br />performance of their equipment. <br /> <br />Since more businesses that use video surveillance equipment are <br />moving into our City, I feel this is a necessary purchase. It will <br />be useful now and in the future as Elk River continues to grow. I <br />can also foresee other area departments requesting photos be <br />produced from this equipment. I feel we could establish a fee <br />schedule and recapture some of the costs of the equipment. <br /> <br />Attached you will find product information and price. The company <br />giving me the information is General Security Services Corporation <br />(GSSC). Since it would be necessary to install this equipment into <br />our present video taping system, I feel that we should purchase <br />GSSC's equipment and have it installed by them.
