Memo to Mayor and City Council/P95-8 <br />April 11, 1996 <br /> <br />Outlot A <br /> <br />Page 2 <br /> <br />Outlot A is a portion of the plat that will be replatted with the property <br />immediately to the south of the proposed final plat. On the preliminary plat, <br />0utlot A was presented as three lots on a future cul-de-sac. It is staffs <br />understanding that there will be a land swap between the two property <br />owners to accommodate the street construction off of County Road No. i at <br />this time, and preserving the development of the lots within Outlot A at a <br />later date. <br /> <br />DNR Approval <br /> <br />Since the City Council approved the preliminary plat, the DNR has had an <br />opportunity to review in greater detail the impact to the DNR stream with <br />the proposed plat design. The design as presented and previously approved <br />is acceptable to the DNR and the developer will just be responsible for <br />obtaining the appropriate permits. <br /> <br />Street Design of Access Road Off County Road No. I <br /> <br />Staff has been discussing with the developer specific design of the entrance <br />road off of County Road No. 1. Staffs concerns are that this entrance road's <br />geometrics line up with the County's plans for the realignment of County <br />Road No. 44 immediately to the west. Since the County does not have any <br />specific plans for County Road No. 44 at this time, the County has suggested <br />the City go ahead and design the street and the County will follow with the <br />appropriate design to County Road No. 44. Staff believes that this segment <br />of street should be designed with a landscaped median and the adequate <br />number of lanes to accommodate the future traffic demands at this <br />intersection. It is difficult to imagine that this intersection will receive a lot <br />of residential traffic; however, given the potential development in this area, <br />this access point on the County Road No. I will serve as a primary entrance <br />point for up to 150 single family lots. The landscaped island is not so much <br />for channelization of the traffic; rather, an aesthetic entrance into this <br />development and match into the anticipated geometrics of the intersection <br />across County Road No. 1. <br /> <br />Pedestrian Access <br /> <br />The Park and Recreation Commission has recommended a on-street striped <br />shoulder from County Road No. 1 along the short segment of street included <br />in this plat and extending eastward through a future plat to make the <br />connection to a possible trail corridor that would extend to the City's main <br />trail corridor, approximately 1/4 mile to the east.
