Memo to Mayor and City Council/P95-9 <br />April 11, 1996 <br /> <br />Streets <br /> <br />Page 2 <br /> <br />The final plat has been revised to reflect a wider right-of-way at the <br />northwest corner of the plat to accommodate a shifting of a future road to <br />save the existing trees along the north property hne. The plat also shows 66 <br />feet of right-of-way on the balance of the streets which is 6 more feet than <br />typically required. If the developer would like to reduce this right-of-way to <br />60 feet, the plat may be adjusted accordingly. Anoka County has indicated <br />that they need an additional 27 feet along Jarvis Street to accommodate <br />future widening of this county road. The plat will need to be modified to <br />reflect this additional right-of-way per Anoka County's requirements. <br /> <br />Drainage and Utility Easements <br /> <br />Typical drainage and utility easements have been provided throughout the <br />plat including easements to encumber all of the wetland areas that exist. <br />The one area of concern is an area where mitigation is proposed to occur and <br />the drainage and utility easement may not be consistent with that mitigation <br />plan. Staff would recommend that the area of mitigation be covered with a <br />drainage and utility easement, and if the plat needs to be changed, that the <br />easement be adjusted accordingly. <br /> <br />Street Construction <br /> <br />Prehminary plat approval by the City Council provided the developer two <br />options in completing the road to the western hmits of the property. These <br />two options included: <br /> <br />· Constructing the road all the way to the western hmits at this time, or <br /> <br />Provide a Class 5 base from the point where the bituminous would end <br />and the western hmits of the plat, and provide the City payment to install <br />the bituminous at a later date. <br /> <br />The developers have not indicated which option they will choose; however, <br />this stipulation will be made part of the developer's agreement and one of the <br />two will be completed. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve Resolution No. 96- ., granting <br />final plat approval for Dan Boman (Ridgewood Hills), allowing the <br />subdivision of 110 acres into 11 single family lots with the following <br />conditions: <br /> <br />s:\councfl\cu95-9.doc <br /> <br /> <br />
