The applicants propose to offer the <br />house to up to 12 clients for crafting, e.g. scrapbooking, quilting, etc. <br />The applicant does not propose to live in the home, so the use may not be considered a home <br />occupation. <br />Applicable Regulations <br />Ke~onzng <br />In reviezving a proposed amendment, consideration shall be given to existing conditions within the area directly and <br />indirectly affected by the proposal, the conservation of property values, the use to avhich the property affected is being <br />devoted at the time, and relevant provisions, if any, in the land use plan. <br />Analysis <br />Rezoning the property from residential to commercial opens the property not just to the intended <br />use, but to all commercial uses allowed in the given district. <br />The expansion of a downtown commercial into the historically residential `core' of a community is a <br />policy decision. Often, the use of residential structures for commercial uses is a way to respond to a <br />dynamic commercial market, and keeping business downtown. There are several examples of this <br />occurring to the immediate east of the subject property.
