Memo to Planning Commission <br />May 23, 1995 <br />Page 5 <br />the Park and Recreation Commission recommended a sidewalk on Auburn <br />• Street which extends north of 193rd to 197th. The developer suggested the <br />plat's "design" discouraged cut-through traffic and; therefore, would not have <br />a significant number of vehicle trips. The City Council agreed that through <br />the design of that street and the localized nature, a sidewalk would not be <br />required. Staff believes that the same argument can be made for this <br />particular development; therefore, a sidewalk is not required. <br />Furthermore, the developer of Lafayette Woods has also expressed great <br />concern of having to develop sidewalks throughout the development. As <br />mentioned earlier, the grade changes throughout the development forcing <br />varying driveway slopes will further complicate the construction of a <br />sidewalk along these localized streets. In addition, sidewalk construction <br />may also have an affect on saving identified specimen trees within front yard <br />areas that are intended to be saved. <br />Pedestrian Circulation <br />Although the developer is not proposing any sidewalks along any of the <br />streets, there are a number of corridors that will be deeded to the City <br />allowing access to Outlot A, and eventually the main trail corridor along the <br />west edge of the development. As recommended by the Park and Recreation <br />• Commission, an additional pedestrian corridor should be provided in the <br />vicinity of Lots 14 and 13, of Block 3, in the southwest corner of the plat, <br />allowing additional access to the trail corridor and Meadowvale Elementary <br />School. <br />Attached is a plan illustrating potential trails that could be developed. These <br />concepts have been briefly discussed with the Park and Recreation <br />Commission and will need to be refined. However, the general idea is to <br />begin connecting logical points; main trail corridor, Meadowvale Elementary, <br />Highland Road and the open space found in Outlot A. <br />Lot Size <br />The requested zoning of Rlc would allow the developer to plat a minimum lot <br />size of 10,000 square feet. As indicated on the preliminary plat, there are a <br />handful of lots that have been platted to the this minimum requirement. <br />However, a majority of the lots well exceed the 10,000 square foot minimum <br />and are closer to 14,000 to 15,000 square feet on the average. <br />The overall density is roughly 1.7 units per acre. Depending upon how staffs <br />recommendations are addressed by the developer, this density could slightly <br />be reduced.
