Memo to Planning Commission <br />May 23, 1995 <br />Page 3 <br />consistent with the comprehensive plan amendment expanding the urban <br />• service boundary. <br />Prelim.inarv Pl¢t <br />General description -The property consists of approximately 120 acres <br />and is accessed by two county roads. On the east Proctor Road, or County <br />Road 77, and on the south, County Road 1. The preliminary plat also <br />illustrates possible connections to adjacent property providing a complete <br />transportation system. The proposed plat consists of 213 single family <br />residential lots. The developer is also proposing to dedicate a large outlot <br />on the north end of the plat as public open space. <br />Tonoeranhv/Phvsical Features -The subject property has a tremendous <br />amount of grade change naturally rising from south to the north. There is <br />approximately 140 feet of grade change from the southwest corner of the <br />plat towards the northeast. This grade change not only provides a lot of <br />character and scenic beauty to the property, but provides some real <br />challenges for development. <br />Along with the dramatic change in grades, the property also has a wide <br />mixture of existing vegetation. The existing tree line essentially covers <br />the north two-thirds of the development. Staff has had an opportunity to <br />• walk the entire property with the developer and Tim Edgeton, from the <br />County Tree Board. Attached is a letter from Tim describing his <br />observations as we walked through the development on that day. <br />Generally speaking, the property has a wide mixture of oaks, birch, <br />cherry, poplar and elm, with a wide variety of sizes and health conditions. <br />Upon our investigation of this site, it was found that significant areas <br />have been infected with oak wilt and would need to be controlled, cleared <br />and re-forested. <br />The preliminary plat design has tried to take into strong consideration <br />the change in grades while preserving as many trees as possible. <br />Granted this will be very difficult to accomplish, however, with a <br />majority of the lots having a significant lot depth, rear yards will be <br />basically untouched and preserved with the existing vegetation. <br />• Roads -The proposed preliminary plat has two primary access points-- <br />one off of County Road 1 from the south, and the second, from Proctor <br />Road or County Road 77 from the east. It is anticipated that with the <br />development of the 40 acres immediately to the southeast of the proposed <br />plat, an additional access point would be provided to this area which <br />would line up with Highland Road.
