INSPECITON SUMMARY <br />A Compliance Monitoring Survey was conducted on May 25, 1995 by the Mmnesota Pollution <br />• Control Agency (MPCA) to determine the compliance status of the facility with the terms and <br />conditions of its NPDES Permit. The following is a summary of the findings and comments resulting <br />from that inspection. <br />COMIV>rE1vTS: <br />The city has seen several effiuent exceedances during 1994 for BOD, TSS and fecals. With the <br />installation of anultra-violet disinfection unit in May and the completion of a high-rate trickling <br />Sher tower in November, the facility is now back in compliance. <br />2. Mr. Mack and his staffhave done an excellent job in continuing to operate the plant during the <br />constur ion Y~icd and reru... tc wmpliaace. <br />3. The laboratory on-site is certified in the tests performed. Afl other teeing is performed by a <br />certified contract lab. <br />4. Current flow is averaging about 0.64 mgd with a design of 1.1 mgd. A planned excpansion <br />which will occur over the next two years will give the city a design flow of 2.2 mgd. <br />5. Mr. Mack has discovered that maintenance for tbe uhra-violet tubes must occur more often <br />and takes longer to perform than designed. Different cleaning products are being evaluated in <br />an attempt to reduce the maintenance. The facility continues to meet permit limits for fecals. <br />6. Biosolids are disposed of on a city-owned site. Land application equipment is being evaluated <br />in an attempt to improve the efficiency of the program. <br />DEFICIENCIES/C0l3RECIIVE ACTIONS: <br />Pemut effiuent violations noted for the Discharge Monitoring Period ofMay, 1994 to <br />April,1995 are: <br />Fecal coliform: May, August, September, October, November, 1994; <br />CBODS: March, April, May, June, September, October, November, 1994; <br />TSS % removed: May, June, 1994; <br />COD % removed: March, April, May, May, June, September, November, 1994 <br />• <br />2.
