Task Force Meeting Minutes <br />January 30, 2003 <br />Page 2 <br /> <br />Land Use Concepts <br />The consultant presented the following topics as a follow up on items that were raised at the joint <br />City Council and Planning Commission meeting on January 14 that need to be clarified prior to the <br />public meeting on February 20, 2003. The items discussed and their associated recommendations <br />included the following: <br /> <br />· Do the concepts present appropriate uses for the development of gravel mining areas? <br /> Recommendation: Incorporate a greater mix of uses including more residential, commercial <br /> and light industrial uses and to remove the notion of a "regional park" on the guided growth <br /> concept. <br />· How should the concepts present the need for public parks? <br /> Recommendation: Parks should be addressed from a policy and "service needs" standpoint <br /> and should not be identified on the guided growth or market based land use concepts. <br />· Do the concepts adequately provide for future commercial development needs? <br /> Recommendation: Commercial nodes at 165~ Avenue and Highway 10 and CR 33 and <br /> Highway 169 should be expanded in the guided growth concept. The neighborhood <br /> commercial node should be moved south into the existing in the urban expansion area. <br />· Should existing single-family neighborhoods around the Downtown be included in the <br /> Central Business District land use category? <br /> Recommendation: Rename the designation in the guided growth concept from Central <br /> Business District to Old Town and amend the written description to better describe <br /> preservation of existing character, residential housing diversity, restoration and revitalization <br /> as key objectives. <br /> <br />Public Workshop #4 <br />An outline for the public workshop was included in the packet. No comments were offered <br />regarding the proposed process for the workshop. Staff indicated that mailings, flyers and newspaper <br />commentary have been used to generate public interest in the meeting. Task force members were <br />given copies of the flier to distribute. The web site will be updated with amended maps, written <br />description and the workshop announcement flier within the next week. <br /> <br />The workshop will be held at River of Life Church on February 20, 2003 from 7:00 to 9:00 pm. <br /> <br />The meeting concluded at 8:35 p.m. <br /> <br /> <br />
