Staff will assemble existing information regarding both parks and work <br />with the developer to have the westerly park staked so that a site visit can occur with <br />residents that are willing to work on this project. Staff will organize a meeting of residents <br />and Commission members sometime in April, with a concept plan to be developed and <br />submitted for review by the Commission in May. The Commission did, however, earmark <br />monies for park development purposes in this area for 2003. <br /> <br />Proposed 2003 Capital Improvements Expenditures <br /> <br />Staff and the Commission have identified the attached expenditures for the 2003 CIP <br />budget. The Council should note that the expenses identified as part of the CIP budget are <br />not affected by the general fund impacts due to the State deficit. The Park Dedication Fund <br />is statutorily restricted and can only be used for park development purposes. <br /> <br />The total proposed expenditures for 2003 are $200,070. There may be an opportunity to <br />reduce this overall expenditure if the Lions organization were to provide a donation to the <br />skate park concrete and if in-house staff can be used to complete the interior finish work for <br />the Trott Brook Barn. The estimated revenues for 2003 were projected to be $350,000. <br />Staff and the Commission feel that this amount can be reached: Elk River Station will be <br />filing their final plat and Riverside Development is proposing to submit the final plat for <br />Hillside 8th Addition, and is interested in prepaying park dedication in addition to deeding <br />the land for HigWands West Park. This will help offset the proposed line item of $50,000 <br />for park development costs for the HigWands East/West neighborhood. <br /> <br />The Ommi.ssion wtHl unanirrnlsfy to reammmd that the City 0Juncil afJ/lYUlX! the attadxd expenditures <br />far 2003. <br /> <br />Names for Unnamed Parks <br /> <br />The City has or will be adding eight more parks to the park system. In order to create <br />working files and to update the park and trail map, staff identified possible names for these <br />parks.
