ver <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />City of Elk River <br />Request for Proposals <br />171st Focused Area Study~F S'I~ <br />Project Description <br />The Elk River Economic Development Authority (EDA) and City Council has indicated its <br />desire to conduct a study that establishes a strategy to complement and maximize the use <br />and development of certain properties that lie along the 171x` Avenue corridor, with specific <br />focus on the City property known as Gateway Business Park. The Gateway property will <br />play a significant role in any future development in this area. <br />Additionally, the immediate adjacent properties can be important contributors as this area <br />develops. The FAST will provide short and long range guidelines for new development <br />which could include retail, professional and light industrial, and possible redevelopment <br />opportunities within the boundaries of the study. The FAST will also help establish <br />expectations for land uses and design guidelines in the Business Park as well as in and <br />around the Northstar Commuter Rail station. <br />Scope of Work <br />• The study focus area is along 1715` Avenue, between Hwy. 10 and the BNSF railroad <br />tracks, south to 165` Avenue -highlighted by Gateway Business Park (in blue <br />outline on attached aerial photo). <br />• Determine development and redevelopment potential based on opportunities and <br />constraints identified by land use scenarios. <br />- Mixed use projects. <br />- Transit complementing uses. <br />• Gateway Business Park: <br />- Determine highest and best use. <br />- Develop design standards. <br />- Preparation of development concepts. <br />- Contact adjacent property owners to obtain input and expectations of the area's <br />development. <br />- Develop list of amenities to capture, maximize and market the unique attributes of <br />the site, its location within Energy City, and its link to the new Northstar Corridor <br />Transit station. <br />• Estimate timing of development based on market conditions. <br />• Complete review with EDA, Planning Commission and City Council. <br />
