Scope of Services <br />We understand you have contemplated development in this area for some time, <br />including having a market study prepared by Maxfield Research, as well as <br />discussions about potential uses, markets and how the property can be developed. We <br />know the area contains some development constraints including wetlands, a natural <br />gas pipe line, and limits for certain uses. Regarding market conditions we understand <br />the Elk River Target is closing October 7, and that you currently have approximately <br />56 sites/properties totaling 196+ acres, according to the 'CommerciaUIndustrial <br />Property for Sale/Lease' report. <br />The city owns one business park in the study area, the Northstar Business Park, as <br />well as the subject property Gateway Business Park, a 70+ acre parcel located south <br />of 171st Avenue. Just south of the property is the Elk River refuse-derived fuel <br />(RDF) waste-to-energy power plant operated by Great River Energy. Also in the area <br />is the Northstar Commuter rail station, currently under construction, which will <br />include 754 spaces and bicycle lockers.
