Task 1 <br />.Preliminary existing conditions <br />analysis created for the Elk <br />River Focused Area Study to <br />organize project data into a <br />visual representation of the area <br />(see next page for larger study <br />graphic). <br />Our proposed work plan for this project is based on the scope of work you have <br />defined. Each task is outlined below with an estimated timeframe, anticipated <br />meetings and task deliverables. The page following this includes a larger study area <br />graphic of the Phase I Area. For clarity purposes-we-have divided this work into 4 . <br />major tasks and have included additional task options at the end of this work plan <br />(although some tasks will overlap): <br />Task 1) Study of Existing Conditions and Analysis of Opportunities and <br />Strengths, Establish Project Vision <br />Task 2) Develop Program and Land Use Scenarios for FAST <br />Task 3) Develop Master Plan Options for Phase I Area ' <br />Task 4) Final Master Plan for Phase I Area <br />Study of Existing Conditions and Analysis of Opportunities and Strengths, <br />Establish Project Vision (est. 3 weeks) <br />Before visioning and design begins, we use our findings from the analysis to build the. <br />framework for creating well conceived plan options. By,~ holding a meeting with staff <br />and the Elk River Economic Development Authority (EDA) at the completion of the <br />site analysis, we will be able to define goals, objectives and to help create a vision <br />statement-that will articulate and guide the design towards a successful plan for the <br />future. <br />a) Conduct kick-off meeting with staff and EDA to establish work plan, set <br />project goals and objectives and to schedule critiques and meetings. <br />b) Gather and review past applicable plans and studies, recent <br />comprehensive plan materials, Northstar Commuter Rail planning <br />materials, social and physical property data (current and relevant historic <br />data), set up background drawings, etc. <br />c) Complete aphysical-visual survey (walk, photograph, map) and a <br />surrounding land use inventory. <br />d) Conduct interviews with surrounding property owners. <br />e) Prepare and lead presentation of analysis. to staff and establish the vision <br />for project. <br />Deliverables: Analysis Graphic (PDF format) <br />Interview Summary (PDF format) <br />5 <br />L A.
