worthwhile project and one that is easily justified; however, due to the estimated seven <br />million dollar price tag, the majority of the funding would need to come from a tax levy. <br />This project is programmed in the CIP for 2010, but before the project starts, the Council <br />will need to decide if the timing is right to move forward. <br />Other projects such as park improvements have typically been funded entirely without tax <br />revenue. These improvements rely on park dedication funds, and if those funds aren't <br />available, projects programmed in the CIP might need to be delayed. The CIP includes a list <br />of park improvements in 2013. Those have been placed in the CIP because they are high <br />priority park development projects; however, those projects will not be funded until <br />adequate park dedication funds are available. With the drastic slow-down in development, <br />park dedication fees have dropped off considerably, and the funds that are available are <br />needed to pay existing obligations. The park improvement fund is also available to fund <br />existing obligations along with on-going improvements to the existing park facilities. <br />Another park project has come up recently that is not included in the CIP; the Woodland <br />Trails Park house was recently vacated, and staff has determined it should not be rented <br />again due to its condition. More information on this item will be available at the meeting. <br />As I stated, the intent of the worksession is to discuss the CIP and gather input from the <br />Council on the projects included in the draft CIP and to add projects you feel should be <br />included. Following your discussion, the CIP will be brought back to the Council for formal <br />adoption at an upcoming meeting. <br />
