REQUEST FOR ACTION
To Item Number
Mayor and City Council 3.2.
Agenda Section Meeting Date Prepared by
Consent October 13, 2008 Ter Maurer, Public Works Director
Item Description Reviewed by
Contractor Quotations for a New Storm Water Outlet from the Lori ohnson, City Administrator
Wastewater Treatment Plant Reviewed by
Action Requested
Authorization to have Kober Excavating construct a new storm water outlet from the Wastewater
Treatment Plant.
Background/Discussion
The storm water outlet from the Wastewater Treatment Plant is actually the original effluent
discharge line built in the late 1950's or early 1960's with the original treatment plant construction.
Over the past year or so, there have been signs that the pipe has been blocked and not
functioning properly. Investigations have been undertaken to televise the line and attempt to
clean the line using jetting and routing equipment. Televising has indicated that the line is
severely plugged with dirt and other material, indicating that it is likely broken. The jetting and
routing operations have been unsuccessful at clearing the blockage from the line. Since the line
was built so long ago, there are no good records of where exactly the line lies in the hill from
Railroad Drive down to Trunk Highway 10 where the blockage occurs.
We have determined that it is more cost effective to directly bore a new line from Railroad Drive
to the TH 10 ditch, rather than to try to excavate and repair an existing line that it is unclear
where it is located. GRE has agreed to provide an easement for the new line and MnDOT has
approved the work in the TH 10 right of way.
Quotations were received from three contractors. The following list provides the contractor's
name and total quote:
Kober Excavatin $30,200
Brenteson Com anies $44,967
Nord Excavatin ,Inc. $50,625
Financial Impact
This improvement would be funded by the Sewer Enterprise Fund.
Attachments
• None
