Residents of School View Edition <br />September 4, 2008 <br />Elk River Police <br />Elk River Fire Marshal <br />Dear Sirs; <br />We are writing to address the parking problems taking place in the School View Addition due to the use of the <br />neighboring athletic fields. <br />Because of the parking problems, emergency service providers cannot get though the intersections. Traffic jams are <br />also a problem due to parents delivering and picking up children from both directions. Both the police and fire <br />departments have received complaints and have both acknowledged that this problem needs to be resolved. <br />This problem has been ongoing for l 5 years. We all feel that the fields should be used to their highest capacity to take <br />advantage of the tax dollars spent to maintain them. However, residents have the right to accessible fire, ambulance <br />and police services, and access to their personal property that are at risk as a result of the participants, parents, referees <br />and school buses that block access to the streets. <br />We are presenting this signed petition in hope of getting the non-resident parking and traffic from the field activities <br />stopped. <br />The following proposal is from the residents that occupy 23 of 25 homes west of l 91 s` Avenue and l90"'Avenue <br />intersection, including those homes from Lowell Street and 190`x' Circle. We are requesting immediate changes <br />including temporary no parking signs until permanent signs can be installed. These changes will allow complete <br />and controlled access-for all-residents and emergency services. <br />The petition gave residents five options. The overwhelming request was: <br />1. No Parking signs installed to restrict parking within a minimum of 100 feet from all directions of the <br />intersection at 190"' Avenue & 1913` Avenue, 191st Avenue & Lowell Street and Lowell Street & 190`" <br />Circle: <br />2. Parking needs to be restricted to the north side of the l9ls` Avenue; with a minimum of 100 feet from the <br />190' and 191 st Avenue intersection and also, the 19l s` Avenue and Lowell Street intersection. Present no <br />parking signs from Lowell Street to the end of 191st Avenue remains intact in both directions. Parking also <br />restricted to the west side of Lowell Street. <br />3. increased police coverage and visibility. increased police presence during four to nine pm week days and <br />all day Saturday and Sunday. Violators should be ticketed accordingly to the no parking sign laws. <br />4. Authorities scheduling activities for the field at the end of 191x` Avenue should be required to instruct <br />all drivers to park in the provided district parking lots. All participants should be provided with a <br />diagram of the facility and directions to the parking lots. <br />5. All visiting participant busses, fans, referees, and umpires must park in designated district lots. <br />Visiting teams and fans must be provided with directions to appropriate parking areas available. <br />
