.ver <br />MEMORANDUM <br />To: Jeremy Barnhart, Planning Manager <br />From: Terry Maurer, Public Works Director ~~ ~~ <br />Re: MSB Campus Addition, Job # 226-294P <br />Date: September 11, 2008 <br />As requested we review the plat of MSB Campus Addition located at the southeast quadrant <br />of 193' Avenue and Evans Street. The proposed plat creates approximately a 4-acre lot for <br />the Minnesota School of Business building and a 3-acre outlot lying to the east. Based on <br />our review, we would offer the following comments: <br />1. The two lots should only be allowed one access point onto 193' Avenue. The <br />site should be laid out so that they can share this access along with the access <br />onto Evans Street. If the access onto 193` Avenue is along the lot line between <br />Lot 1 and C+utlot A, it will be a right-in, right-out only as there is a proposed <br />concrete median with the 193` Avenue project to define the turn lane at the <br />intersection. To gain full access onto 193` Avenue, the drivewaywill need to be <br />moved further to the east and would therefore require additional easement or a <br />cross-access agreement over C+utlot A. The rema;r,;r,g frontage along 193` <br />Avenue (outside of the driveway] should be designated as restricted access. <br />2. Sewer and water is available from Evans Street, or the water could also be <br />extended from 193` Avenue. There will be a requirement for internal hydrants, <br />therefore the watermain will be considered a public facility. Twenty-foot wide <br />drainage and utility easement will be required across Lot 1 and C-utlot A for any <br />waterniain extensions. <br />3. There is existing diagonal parking along Evans Street at the south end of Lot 1. <br />It appears from the topographythat this falls within the lot itself. It appears that <br />additional easements should be provided to cover this existing parking area. This <br />easement would be in favor of whoever would owns the parking, not the City. <br />If you have any questions regarding any of these comments, please contact me. <br />
