Ach, City Planner.~- ~'~__/· <br /> February 27, 1996 <br /> <br /> Ordinance Amendment Request <br /> by the City of Elk River, Public <br /> Hearing Case No. OA 96-1 <br /> <br />Request <br /> <br />The City of Elk River is requesting an ordinance amendment to change the <br />dimensional regulations for urban residential (Rlc, Rld and Rle) zoning <br />districts and add the previously adopted standards for the BP and C4 zoning <br />districts. <br /> <br />Overview <br /> <br />With the recent expansion of the urban service boundary and upcoming <br />rezoning requests to change properties currently zoned for 2-1/2 acres, <br />certain amendments to the dimensional requirements need to take place. <br />The first adjustment is to modify the dimensional regulations to clearly state <br />the minimum lot size in the Rlc, Rld and Rle residential zoning districts for <br />both sewered and non-sewered conditions. In urban residential zoning <br />districts, the minimum lot size in a non-sewered condition (without water <br />and sewer), the minimum lot size will be 10 acres with 300 feet of frontage. <br />When water and sewer is made available to the properties, the subdivision to <br />urban size lots may occur in accordance with the dimensional requirements <br />outlined in each zoning district. <br /> <br />The second modification pertains directly to the Rle dimensional regulations <br />which is taking place as a result of the Planning Commission's discussion to <br />rezone the residential properties within the urban service boundary to a <br />residential district which requires a 12,000 square foot minimum lot size <br />with water and sewer. Rather than creating a new zoning district, staff is <br />recommending that the Rle zoning be utilized since the only location that it <br />exists in the City is the Hillside Estates area, which will ultimately be <br />converted to a planned unit development.
