VIII. TRANSPORTATION PLAN <br /> <br />A. INTRODUCTION <br /> <br />It is assumed that automotive transportation will continue as the predominant mover of people <br />and goods in the future. For this reason, the transportation plan focuses on ground <br />transportation and network of streets and highways. <br /> <br />The primary concerns of the City are: 1) to ensure proper east-west and north-south arterial <br />corridors that tie in effectively with the existing transportation infrastructure, and 2) the orderly <br />development of the infrastructure to ensure economic efficiency of construction and <br />maintenance. <br /> <br />B. GOALS AND POLICIES <br /> <br />The following is a summary of the City's goals and objectives as they relate to transportation: <br /> <br />GOAL: Provide and maintain adequate and efficient levels of public services within the <br />communih/. <br /> <br />POLICIES: <br /> <br />· Upgrade all primary local streets to hard-surface, all-weather roads. <br /> <br />· Require that developers provide roads to City qualifications before the City assumes <br /> ownership and maintenance. <br /> <br />Establish a transportation system through jurisdictional cooperation to achieve an <br />efficient long range plan. <br /> <br />GOAL: Support a regional transportation system which offers convenient and adequate <br />service within and through the area. <br /> <br />POLICIES: <br /> <br />· Provide for off-street parking within the commercial area to reduce vehicle <br /> congestion. <br /> <br />· Implement an intersection and traffic control program through the use of signage <br /> and signals. <br /> <br />Encourage a high level of efficiency, productivity, and quality of service in modes of <br />transportation between Elk River, surrounding communities and the metropolitan <br />areas. <br /> <br />· Pravide frontage roads to reduce access points along major thoroughfares. <br /> <br />· Provide collectors and local streets as appropriate to provide links to the existing <br /> system. <br /> <br /> <br />
