Box 490 <br />Elk River, MN 55330 <br /> <br />Dear Mr. Ach: <br /> <br />C.S. 7106 (TH 169) <br />Sherburne County <br />Jct. 197th Avenue and TH 169 <br />Preliminary Plat of Hillside Crossing II <br /> <br />We are in receipt of the above referenced preliminary plat for review in compliance with the provisions of <br />Minnesota Statutes 505.03, Plats and Surveys. <br /> <br />The preliminary plat, identified as Hillside Crossing II, was prepared by Lot Surveys Company, Inc. for <br />Riverside Development of Elk River. <br /> <br />As you may be aware, Minnesota Environmental Quality Board (EQB) rules require that an environmental <br />review be undertaken for any projects that have potential for significant environmental effects. We suggest <br />that the developer contact the EQB for further information about environmental review requirements for this <br />project. <br /> <br />We offer the following comments: <br /> <br />Developers on this property should also be made aware that the rules of the National Pollutant <br />Discharge Elimination System (NPDES) permit will apply in this area. Any proposed <br />grading/drainage plans and computations for water going to the R/W should be sent to Loft <br />Vanderhider, District Hydraulics Engineer, at the above address. <br /> <br />The existing entrance and crossover west of proposed Evans Street NW at Sta. 14+00 (Mn/DOT <br />Sta. 881+70 to 882+30 Lt.)should be removed as per the Access Agreement between the city of Elk <br />River and Mn/DOT signed on August 18, 1988. All necessary permits needed to work on the R/W <br />can be obtained from ROger Busch, Maintenance Technician, at 3725 North 12th Street, P.O. Box <br />370, St. Cloud, MN 56302. <br /> <br />Estimated traffic volumes, signal warrant analysis, and stacking analysis for 197th Avenue at the <br />junction of 197th Avenue and TH 169 should be sent to Gary Dirlam, District Traffic Engineer, at <br />the above address. If a signal is justified he will be looking at the costs of the signal and any <br />geometric improvements necessary. The geometric design for 197th both east and west of TH 169 <br />will need to be reviewed by Mn/DOT. <br /> <br />An equal opportunity employer <br /> <br /> <br />
