FOCUS AREA "A" ANALYSIS OF <br />CONDITIONS <br /> <br />Focus Area A, approximately 582 acres in size, is located in the south- <br />western portion of the City of Elk River and is bounded generally by the <br />Elk River on the north, Orono Lake on the east, the Mississippi River on <br />the south, and the western City limits on the west. The location of Focus <br />Area A (along with Areas B, C, and D) is illustrated by Figure 1. <br /> <br />The physical, institutional, legal, and economic features which are essen- <br />tial to consider in planning the future use and development of Focus' Area <br />A are described below. Figure 2, Analysis of Conditions: Area A, refer- <br />ences graphically some of these conditions. The following section of this <br />report stunmarizes the major issues which result from this analysis. <br /> <br />PHYSICAL FEATURES <br /> <br />Roads and Public Rights-of-Way <br /> <br />The major roads in Area A are listed and described below. <br /> <br />US Highway 10 bisects Area A and is a four-lane divided roadway <br />with a grassy median and rural-section shoulders. The Minnesota <br />Department of Transportation (Mn/DOT) desires to keep the <br />number of new intersections and driveways along this road to a <br />re,-monable minimum for traffic safety and flow purposes. Any <br />new intersections would have to be approved by that agency. <br /> <br />· County Road 30 runs roughly parallel to TH 10 but along the <br /> southern side of Area B.
