Item 6. <br />giver <br />MEMORANDUM <br />TO: Housing and Redevelopment Authority <br />~S <br />FROM: Heidi Steinmetz, Assistant Director of Economic Development <br />DATE: November 7, 2005 <br />SUBJECT: Consider Work Plan for Formal Downtown Redevelopment <br />Plan and Discuss Purpose & Primary Goal <br />Attachment <br />• Downtown Redevelopment Plan Work Plan Outline <br />Purpose <br />The purpose of this memorandum is to provide the HRA with the following: <br />A question for discussion to refine the purpose of the formal redevelopment plan for <br />downtown north of Hwy 10. It is essential that the HRA and City Council agree on <br />the primary goal and purpose of the redevelopment plan, i.e. "Are we attempting to <br />extend the downtown area and reestablish a second downtown area or is it <br />appropriate to view the area as something else?" <br />2. A work plan outline for developing a formal redevelopment plan. <br />Background <br />The HRA began working in June of 2004 to develop a conceptual redevelopment plan for <br />downtown north of Hwy 10. The HRA developed a redevelopment concept but postponed <br />its discussion regarding a formal project purpose in order to further research the <br />marketability of the area. <br />At its October 3"' meeting, the HRA decided to take its redevelopment planning efforts to <br />the next level, and began discussions to develop a formal redevelopment plan for the area. <br />This decision was based on the following factors: <br />State Statute requires a redevelopment plan to be completed and approved by the <br />Council prior to commencing redevelopment actions; <br />A plan is critical fox any future eminent domain proceedings by establishing public <br />purpose; <br />
