fiver <br />MEMORANDUM <br />TO: Housing & Redevelopment Authority <br />FROM: Catherine Mehelich, Director of Economic Development~)'~~~ <br />DATE: September 13, 2006 <br />SUBJECT: WORK SESSION Discussion on Downtown Redevelopment <br />Planning Strategy <br />Background <br />For the past several months staff and the HRA have been working through the work plan <br />outline that was adopted by the HRA late last year for the Downtown North of Highway 10 <br />Redevelopment Plan. To date, all of the research and discussion about goals and strategies, <br />market and financial feasibility have focused on this area by itself. <br />As staff has been working through and analyzing the land use, market potential and financial <br />feasibility of this area, it has become crystal clear that the redevelopment of downtown <br />cannot be looked at in its individual areas, as identified in the 2001 Market Study: <br />• Core Downtown Area <br />• North of Hwy 10 Area <br />• Western Transition Area <br />Redevelopment of one of these areas will significantly impact the land use, market potential <br />and financial feasibility in another adjacent area of downtown, therefore it is difficult to truly <br />analyze the opportunities and potential for these areas in and of themselves. For example, <br />the development of 20,000-square feet of commercial/retail space in the Core Downtown <br />reduces the market potential and financial feasibility for this land use to be replicated North <br />of Hwy 10. <br />Issues for Discussion <br />Staff has invited Stacie Kvilvang of Ehlers & Associates to present an overview of the <br />purpose of redevelopment and an outline for a redevelopment planning process. <br />
