The area of disturbance on either side of a <br />driveway, When added together, s..hall not .exceed 20 feet. <br /> <br />"Caliper inches" means the length of a straight line measured <br />through the tree six (6) i~ches above the root ball, up to and <br />including foUr-inch caliper size <br /> <br />,'Canopy" means the horizontal extension of a ~ree's branches <br />in all directions from its t~nk. <br /> <br />"Council" means the City Council Or its designee. <br /> <br />"Diameter at breast height/d.b.h." means the width of a tree <br />trunk measured four and one half (4.5) feet above the ground. <br /> <br />"Drip line" means an imaginary vertical line that extends from <br />the outermost br~nches of a tree's canopy to the ground. <br /> <br />"Forester" means the city forester and/or his/her designated <br />representative. ~ <br /> <br />"Land/parcel of land" means an entire lot, as defined by the <br />zoning ordinance, on or within the boundaries of which land <br />alteration has occurred or is to occur. <br /> <br />"Land alteration" means any excavation, grading, clearing, <br />filling or other earth change that may result in: <br /> <br />The movement of more than three hundred fifty (350) cubic <br />yards of earth where significant trees are present; or <br /> <br />Any alteration of land of more than one foot from the <br />natural contour of the ground on any con=i~uous four <br />hundred fifty (450) square feet of ground'where <br />significant trees are present; or <br /> <br />Any cutting, removal or killing of'more than twenty (20)' <br />percent of the significant trees on any land within a <br />period of five years. <br /> <br />"Lost significant tree" means a significant heal~hy tree lost <br />as a result of: <br /> <br />Grade change or land alteration, whether temporary or <br />permanent, greater than one foot, measured vertically, <br />affecting thirty (30) percent (as m~asure~ on a <br />horizontal plane) or more of the tree'~ root zone; ob <br /> <br />Utility construction (i.e., sewer, water, storm sewer, <br />gas, electric, telephone, cable TV and trenching) <br />resulting in the cutting of thiray (30) percen~ or more <br />of the tree's roots within the roo~ zone; or <br /> <br />Mechanical injury to the trunk of a significant tree <br />causing 10ss of more than twenty (20) percent of the <br />bark; or <br /> <br />Compaction of nJ_~ety (90) percent of proctor (moisture <br />density %est) to a depth of six (6) inches or mor~, of <br />~ixty (60) percent or more of the surface of the soil <br />within a significant tree's root zone. <br /> <br /> <br />
