West, Fire Chief <br /> <br />January 27, 2003 <br /> <br />Citizen Corps Council <br /> <br />Item ~ 5.2. <br /> <br />On behalf of the City of Elk River Emergency Management, I am requesting Council <br />approval by Resolution in support of the establishment of a City of Elk River Citizen Corps <br />Council. <br /> <br />Histo .rv <br />After September 11, 2001, our nation and our community have become more aware of the <br />safety of our families, neighbors, and community. In his State of the Union address, <br />President Bush called on all Americans to serve their country to strengthen and expand <br />service opportunities, to protect our homeland, and to support our communities. <br /> <br />Citizen Corps Councils are integral to building Citizen Corps programs within each <br />community by arranging necessary training and providing information for pubhc education <br />and awareness efforts. Working with State and Federal agencies, Citizen Corps Councils will <br />coordinate Citizen Corps programs such as Volunteers and Police Service, Neighborhood <br />Watch, Medical Reserve Corps, Operation TIPS, and Community Emergency Response <br />Teams at the local level. <br /> <br />Councils can include leaders from emergency management, law enforcement, fire and <br />emergency medical services, businesses, volunteers and faith-based organizations, and other <br />relevant groups such as schools, places of worship, healthcare institutions, and the <br />transportation sector. Starting a Citizen Corps Council in our area ',viii help create the <br />groundwork for long-term security of our city and neighborhoods. The City of Elk River <br />Citizen Corps Council will initially include the following representatives: Mayor Stephanie <br />Ia4inzing, Bruce West (Fire), Cheryll Edmger (Police), Steve Dittbenner (EMS), Larry <br />Narikawa (Citizen). I will be searching to increase our Citizen Corps Council with <br />representatives from throughout our community based organizations. With the <br />establishment of our Citizen Corps Council, our next task will be developing a Community <br />Emergency Response Team (CERT) program. The following is a background on <br />Community Emergency Response Teams. <br /> <br /> <br />
