Beahen, Chief of Police <br />Item Description Reviewed by <br />Joint Powers Agreement for Public Safety Services for Lori ohnson, Ci Administrator <br />Republican National Convention Reviewed by <br />Action Requested <br />The City of Saint Paul has requested assistance during the Republican National Convention being held in <br />Minnesota September 1 through September 4, 2008. Over 4,000 officers are needed to patrol and staff <br />this event, and over 1,000 of those positions still need to be filled. <br />I have attached the Joint Powers Agreement that has been prepared for all the jurisdictions who are <br />taking part in this event, and I am requesting your approval in supporting the request by Saint Paul fox by <br />allowing our officers to take part in this important detail. <br />Background/Discussion <br />National events like this are very rare. The need to request additional officers is well known by everyone, <br />as St. Paul has approximately 600 officers; not near the number to provide the security levels needed at an <br />event of this magnitude. <br />Our officers would not be directly involved in crowd control or disturbances, but would see positions <br />along transportation routes, hotel locations, and other posts associated with the convention itself. St. <br />Paul, Ramsey County, and Minneapolis PD will be providing the fast response teams to deal with <br />disturbances and protests. <br />The more important piece of this agreement is the slim but possible potential that protestors or <br />subversive groups will be active in areas outside the convention itself. They protested at a munition plant <br />in Anoka last week, they have targeted medical facilities in many suburban areas, and intelligence reports <br />have told us that corporations such as GRE and Cargill are likely to see activity during this four day <br />period. The JPA insures a reciprocal response. Should we need the help it will be available and provided. <br />Financial Impact <br />All costs incurred by the City of Elk River will be reimbursed 100% through the JPA.
