THE MOTION CARRIED 4- <br />0. <br /> <br />7.10. <br /> <br />7.11. <br /> <br />7.12. <br /> <br />Councilmember Scheel noted that although she voted to approve the <br />subdivision request she did not agree with the city requiring park dedication fees <br />and surface water management impact fees. <br /> <br />.Windsor Development Reauest for Preliminary Plat Approval, Lafayette Woods, <br />.Public Hearinq, Case No. P 95-02 <br />.Windsor Development Request for Land Use Amendment for the Urban Servica <br />Area, Public Hearinq, (~ase No. LI, IA 9,5-03 <br />Windsor Development Request for Zone Chancle from Rla to Rlc, Public <br />Hearth.Ch Case No. ZC 95-03 <br /> <br />City Planner Steve Ach indicated that Windsor Development is requesting an <br />amendment to the Comprehensive Plan to expand the urban service boundary <br />further north to accommodate the proposed development plan. He explained <br />that approximately half of the proposed development is currently outside of the <br />urban service area and the southern half is within the current urban service <br />boundary. Steve Ach noted tha~ the Steering Committee and Planning <br />Commission recommended expanding the urban service boundary as <br />requested by the applicant. <br /> <br />Steve Ach noted that the applicant is requesting to rezone approximately 80 <br />acres from Rla single family residential to Rlc single family residential. He noted <br />that Rlc zoning would allow minimum lot sizes of 10,000 square feet. He further <br />'indicated that the current zoning of Rla, which requires a minimum lot size of <br />21/2acres would no longer be the appropriate zoning if the urban service area is <br />expanded further to the north. <br /> <br />Steve Ach noted that the applicant is also requesting preliminary plat approval <br />to subdivide approximately 120 acres into single family residential lots. It was <br />mentioned that given the project's size, the final plat will most likely occur in <br />phases. Steve Ach reviewed the summary of issues regarding the preliminary <br />plat as stated in the staff memo dated June 19, 1995. The Council discussed the <br />issue of 193rd Avenue. Steve Ach indicated that there are three options for <br />193rd Avenue which include improving the road to serve local traffic, vacating <br />the road now, or vacating the road in the future. It was the consensus of the <br />Council that 193rd Avenue should remain in place and that there be no <br />improvements made at this time. <br /> <br /> <br />
