PAUL

WASECA

We have been having ongoing discussions with MnDOT Traffic Division staff regarding
options for the Jackson Avenue/School Street signal. As we understand the problem,
during various times of the morning and afternoon school rush, it is very difficult for
school buses in particular to make left turns at this intersection. Therefore, traffic tends
to back up and delays are caused. The most viable alternative in talking with MnDOT
seems to be to add a left turn bulb to the signal heads and to reprogram the signal
controller to add an additional two to four phases at various times of the day.

If the City Council so desires, we can prepare a relatively simple plan for adding the
necessary equipment and reprogramming the existing hardware to accomplish this. With
this plan prepared, we could solicit bids from contractors and get the work accomplished.

If you have any questions regarding this issue, I will be in attendance at Monday evening's
City Council meeting.

Sincerely,

MSA, CONSULTING ENGINEERS

TJM:tw
000-2303 .feb

An Equal Opportunity Employer
