Brown says- one azea of _' <br />growth can be in government agencies, <br />where knowledge of the bureaucratic <br />system is vital.. For example, in his <br />career he has worked on projects for <br />the Minnesota State Colleges and Uni- <br />versities. It was a relationship he did- <br />n't want to jeopardize; so he waited <br />until the company reorganization was <br />stabilized, then approached the agency <br />again. "I didn't want to go until I had <br />a story to tell," he says. <br />It's true that the construction cycle <br />lags behind the economy, so next yeaz <br />could be worse than this.
